Report on the 13th CDM Session

Description: This report was sent by East German Minister of Defense Heinz Hoffmann to East German leader Erich Honecker. It discusses the 13th session of the Warsaw Pact's Committee of Defense Ministers (CDM) in Bucharest in 1980. The CDM discusses (i) the state and development of NATO and WP infrastructural preparations, (ii) the education and training of military personnel, and (iii) the fulfillment of a CDM decision on automated means of command-and-control. Romanian leader Nicolae Ceauşescu stresses the necessity to cut WP military spending. According to Ceauşescu, the struggle between East and West will be decided by economic and not by military power.
