Report to the Bulgarian Politburo by the Bulgarian Minister of Foreign Affairs (Petar Toshev Mladenov) on the PCC Meeting

Description: In his report to the Bulgarian Politburo, Foreign Minister Petar Mladenov outlines the issues discussed at the 1989 meeting of the Political Consultative Committee (PCC) in Bucharest. One main topic of the report is a critical analysis of the problems facing Socialism as a political system, and discusses the changes required to preserve the Socialist system. Another section deals with East-West negotiations on disarmament and Soviet leader Mikhail Gorbachev's notion of creating a "common European home". Mladenov reports on the irreconciliable disagreement between Romania and Hungary on the issue of human rights and national minorities, signalling a larger, more pervasive sense of discord in the alliance.
