Future Tasks of the Alliance: Sub-Group 1, Soviet Foreign Policy and Europe (SG(67)168)

Description: This letter includes a paper examining Soviet European policy on the basis of election speeches by Soviet leaders Leonid Brezhnev, Alexey Kosygin, and Nikolai Podgorny. It analyzes Soviet views on East-West relations and détente, including pan-Europeanism as a Soviet alternative to NATO, as well as the German Question and reunification. The paper concludes that Soviet policies aim to consolidate the Eastern European status quo and to create a loose and divided Europe. A selection of Soviet policy statements to this effect is included in the annex.
