Memorandum by the Romanian Foreign Minister (Corneliu Mănescu)

Description: This memorandum from the Romanian foreign minister Corneliu Mănescu describes the information received from the Soviet ambassador regarding the Indo-Pakistani negotiations in Tashkent in January 1966. Mănescu recommends an official reaction, welcoming the successful Soviet mediation and portraying the Romanian position as supporting a settlement based on international law and the UN charter.
