The Soviet-Albanian Dispute: Soviet Note to the Albanian Government

Description: This document is an address by the Soviet government to the government of Albania criticizing the latter for its unresponsiveness to Soviet efforts to improve relations between the two countries. Moscow sees Albania as the cause of the conflict due to various incidents involving officers and other staff at the naval base of Vlorë. The note lists the financial, military, and technological aid the Soviet Union has provided to Albania since 1949, and concludes that all Soviet forces and technology will be withdrawn from Albania. Further conflict ensues as a result of Soviet allegations of theft of equipment by the Albanian side.
