Description:
This is a set of two documents. It outlines the results of the 23rd session of the Warsaw Pact's (WP) Committee of Ministers of Defense (CMD) in Sofia in 1988. Furthermore, it addresses the outcomes of a preparatory meeting for this CMD session. In response to a NATO statement, the WP also plans to release details on the respective force levels and military capabilities of the two alliances. With respect to unilateral Soviet disarmament steps, it is argued that these reductions do not change the balance, and that future reductions should not affect the number of military personnel, but be used to jettison outdated weapons systems and replace them with more advanced technology.
