Appendix 2 to the Report: Summary of Remarks by Mikhail Gorbachev (Soviet Head of State)

Description: This summary of an off-the-record speech by Soviet leader Mikhail Gorbachev addresses basic features of his Perestroika reforms and comments on aspects of Soviet domestic and foreign policy. The speech was delivered at the 21st session of the Warsaw Pact's (WP) Committee of Ministers of Defense (CMD) in Moscow in 1988. Gorbachev stresses the sovereignty and independence of the WP countries, comments on the relation between Socialism and democracy, and explains his view on the military. Additionally, he reviews the visit of US President Ronald Reagan to the Soviet Union and calls for improved cooperation between the Socialist states.
