This document gives an account of Soviet Air Marshal Koldunov's reports on the US provocation in the Gulf of Sirte on 24 March and the US attacks against Libya on 15 and 16 April 1986. Koldunov outlines that Libya's air defense was well-equipped with Soviet military technology, but was not properly maintained and poorly mastered. The report highlights that the April strikes hit Libya unprepared because of Tripoli's disregard for Soviet advice and equipment.
