Description: In this editorial note on the July 1963 Political Consultative Committee (PCC) meeting in Moscow, Vojtech Mastny points out the irregularity of the PCC meetings, showing that the Soviet Union called the meetings in response to its own immediate political requirements. Important issues on the 1963 agenda included the drastic deterioration of Soviet-Chinese relations, the signing of the Limited Nuclear Test Ban Treaty with the US, and Mongolia's application for membership in the Warsaw Pact. Relations within the Warsaw Pact were shaken up as well by Romania's opposition to the division of labor dictated by Moscow.
