Description: This is the transcript of a speech given by Soviet Foreign Minister Edvard Shevardnadze at the 1986 meeting of the Warsaw Pact's Committee of Ministers of Foreign Affairs (CMFA) in Bucharest. He evaluates the talks on disarmament and the European security process in the light of the recent Soviet-US summit in Reykjavik. He also outlines disarmament initiatives to be presented at the CSCE meeting in Vienna. He further comments on the improving relations to China. At the end of his speech, he argues in favor of giving the CMFA a more dynamic character.
