This document records a meeting of the CC of the Romanian Worker's Party, at which Mongolia's potential membership in the Warsaw Pact is discussed. Romania expresses reservations about Mongolia's application, stating that since Mongolia is not considered a military force, its accession will hardly increase the authority of the Warsaw Pact. Instead of taking a specific position, Romania presents a draft letter to Moscow outlining the possible implications of Mongolia's entrance into the Warsaw Pact with respect to East-West negotiations on security in Europe and the re-registration of the Warsaw Pact Organization within the UN, should Albania refuse to approve Mongolia's entry into the alliance.
