This is a transcript of an interview with Czechoslovak General Mojmír Zachariáš (b. 1939), commander of the Czechoslovak 4th Army and the Western Military District between 1983 and 1990. General Zachariáš stresses the contrast between the Czechoslovak Operations Plan of 1964 and the operational planning of the mid-1980s. According to him, operational planning was unrealistic, mostly because an adequate concentration of forces was impossible and a qualitative assessment of the forces was lacking. Finally, he assesses the functioning of the Unified Command and points to the demoralized atmosphere that prevailed in the Staff of the Unified Armed Forces of the Warsaw Pact in 1990.
