Foreign Ministry Proposal to the HSWP Political Committee on the Reform of the Warsaw Pact

Subject: Preparations for the Moscow Meeting of the Unified Secretariat of the Political Consultative Committee of the Warsaw Treaty on January 29-30, 1975

Description: This proposal by the Hungarian Foreign Ministry regarding reforms in the organizational structure of the Warsaw Pact concentrates on the establishment of two auxiliary bodies to the Political Consultative Committee (PCC): a Committee of Ministers of Foreign Affairs (CMFA) and a Unified Secretariat. Further, the proposal outlines the statutes and future tasks of the new bodies. Romania's long-standing opposition to the establishment of any permanent organs subordinate to the PCC is repeatedly criticized.
