Description: This memorandum records the discussion at a reconciliation meeting of the deputy ministers of foreign affairs in Moscow prior to the 30 October 1973 disarmament negotiations in Vienna. The discussion addressed the type of measures to be implemented and whether the focus should be on the reduction of armed forces or on confidence-building measures; which states should be involved; which military units would be affected; and how the process should be monitored.
