Description:
This draft working paper is a contribution by NATO Secretary General Manlio Brosio to the discussion and decisions at the Special Group meeting on 17 March 1967. Taking into account the deliberations at earlier meetings and the delegations' proposals, this paper lists four topics to be studied by four sub-groups. It proposes that the Special Group be composed of NATO permanent representatives, and that it be responsible for the preparation and coordination of the study. It further suggests that the presentation of each topic be entrusted to one national delegation. Finally, the paper tasks the sub-groups with defining the specific study questions, and gives reporting responsibility to the International Secretariat.
