Preparatory Note for the PCC Meeting in Bucharest

Description: This note, prepared before the 4 July meeting of the PCC in Bucharest, details Polish attitudes to the question of the inner organization of the Warsaw Pact and the different roles of its organs. The document contains Polish positions with respect to the various reform concepts forwarded by the other countries and explains the reason for the failure of Polish plans to strengthen the role of the PCC during the foreign ministers' meeting of June 1966 in Moscow.
