Draft Commentary on Romanian Position at the PCC Meeting to the CC of the BCP Plenary Meeting

Description: This document contains a report and a draft commentary on the Romanian position at the 1968 Political Consultative Committee (PCC) meeting in Sofia. The paper, presented to the Central Committee of the Bulgarian Communist Party after the PCC meeting, focuses on negotiations on a treaty for nuclear non-proliferation. It also describes Romania's refusal to participate (along with the other six Warsaw Pact countries) in presenting the draft treaty for consideration by the UN Eighteen Nations Disarmament Committee. Among the most important reservations of the Romanians concerns the lack of a clause in the treaty that would bar nuclear powers from launching a nuclear attack on a non-nuclear state.
