This is the transcript of a speech given by the first secretary of the CPSU, Leonid Brezhnev, at the 1976 Political Consultative Committee (PCC) meeting in Bucharest. He analyzes the international situation and identifies Western countries as a threat to the European détente process. In contrast, he presents Soviet initiatives to stop the arms race in Europe, e.g. the proposal of a treaty on non-violence presented at the UN General Assembly. He also speaks in favor of economic cooperation between COMECON and the EEC, especially in the areas of energy, transport, and the environment, and comments the integration process of and political developments in Western Europe. At the end of his speech, he expresses his will to normalize relations with China.
