Description: This summary presents the results of an analysis on the state and development of NATO's and the Warsaw Pact's (WP) means of command and communication. The analysis was prepared for the third session of the WP Committee of Defense Ministers in Budapest 1971. The authors assess NATO's communication system as modern and centralized, whereas the Warsaw Pact faces several shortcoming in this field, such as insufficient interoperability between the different national communication systems.
