Report on the Sixth Session of the CDM

Description: This report summarizes the sixth session of the Warsaw Pact (WP) Committee of Defense Ministers (CDM) in Bucharest in 1974. The CDM addressed the implementation of its earlier decisions on air defense as well as on communication and control systems. Soviet Defense Minister Andrei Grechko states that the WP armies' fighting strength and strategic position have improved considerably. The Romanian delegation objects to the establishment of a unified WP communications system and oppposes the construction of central command posts. The document also recounts an incident during the official reception, when the Romanian defense minister snubbed the Soviet delegation by toasting Romania's independent course within the Warsaw Pact and omitting to specifically mention the role of the Soviet Union and its armed forces.
