Measures Towards a Peaceful Order in Europe (UK Paper)

Description: This paper focuses on measures towards a peaceful European settlement, including arms control measures as well as other political issues. It argues that balanced force and mutual armaments reductions would lead to further disarmament and control measures, such as security and denuclearized zones, which would have a direct bearing on the German problem. The paper views a gradual approach to building a European security system as the most appropriate option, and recommends the exchange of declarations renouncing the use of force.
