This record of a meeting of the rapporteurs of the sub-groups contains discussions on the following four points: (i) what kind of interim report should be presented to ministers at Luxembourg, (ii) how much freedom rapporteurs should be given in drawing up their reports, (iii) how the work of the four sub-groups should be coordinated in substance, and (iv) the timetable for the work of the sub-groups and Special Group.
