Description: This editorial note by Vojtech Mastny on the 1980 Political Consultative Committee (PCC) meeting in Warsaw discusses the attempt by Soviet leader Leonid Brezhnev to account for the deterioration in US-Soviet relations, and claims that Soviet counter-offensive policy had started as much as two years earlier, rather than with the December 1979 Soviet invasion of Afghanistan. Disagreement is rife among the Warsaw Pact members, with Romania taking a position contrary to all other members' by condemning the intervention in Afghanistan and calling for the withdrawal of Soviet forces.
