Description: This analysis reviews the Soviet Union's policy towards its allies in the Warsaw Pact (WP) with respect to the modernization and reorganization of their armies. The paper discusses how the reform of the WP led from an organization existing only on paper to an important element of Soviet security and military policy. This included a new military strategy and equipping the WP armies with new conventional Soviet weapons. In addition, the analysis discusses the economic impact of this armament program, the preferential treatment of East Germany, and the role that the WP played in Soviet military and security policy.
