Report on Consultations between the WP Members on 14 December 1988 in Moscow in Preparation of the 23rd CMD Meeting

Description: This report informs East German leader Erich Honecker about the results of a preparatory meeting ahead of the 23rd session of the Warsaw Pact's (WP) Committee of Ministers of Defense (CMD) in Sofia in 1988. The defense ministers discussed the publication of statistical details about the respective force levels and military capabilities of NATO and the WP as well as their reorientation towards a more defensive stance. The Soviet Union called on the other WP members to undertake unilateral disarmament steps, which, however, are not to affect the number of military personnel and the overall defense potential.
