Enclosed in this letter from the US delegation to NATO Secretary General Manlio Brosio is a status report of Sub-Group 3 and the revised outline for the study of future defense policy. The outline states that the foremost purpose of the security policy of the alliance is to keep the peace and maintain the independence of its members. In this light, NATO's security policy should be designed to provide a basis for détente and for closer Atlantic ties and should aid European unity, help arms control and disarmament, and have a leading role in worldwide peacekeeping.
