This memorandum provides an overview of the issues discussed during Jawaharlal Nehru’s 1955 visit to the Soviet Union. The talks cover bilateral relations and ways to bolster cooperation in various areas. Both sides express their hope for a reduction of international tensions as a result of the forthcoming Geneva Summit of the Four Powers. Nehru declares his agreement with Soviet positions on disarmament and the Taiwan question.
He announces a new Indian initiative for a peaceful settlement of the conflict in Vietnam. Nehru at the same time acts with reserve to Soviet proposals for stronger Indian involvement. He does neither agree to Soviet proposals for a Six-Power conference on East Asia nor to the idea of adding India as a sixth permanent member to the UN Security Council. Both sides praise the present state of Indo-Soviet relations, particularly the close collaboration in the economic sphere.
