Description: This document is a record of a meeting between NATO Secretary General Manlio Brosio and West German Foreign Minister Willy Brandt. The record summarizes the issues discussed, including the continuation of the Harmel study and the French attitude to the reports undertaken under the study. Brosio mentions that according to French Minister of Foreign Affairs Maurice Couve de Murville, any antagonistic attitude that might become apparent in the reports and that would isolate France, would force France to react.
