East German Memorandum on the Meeting of the Drafting Group for the Preparation of the Concluding Documents

Description: This memorandum on a preparatory meeting for the 1989 Political Consultative Committee (PCC) meeting in Bucharest includes the agenda of the PCC meeting and a discussion of difficult issues, in particular, the relationship between the Romanian and Hungarian delegations. The East German delegation is concerned that some of the other Warsaw Pact states may be too optimistic in their assessment of the West's conciliatory stance.
