Description: This document is a personal statement by former CIA officer Fritz W. Ermarth about the development of a CIA report evaluating the Soviet war scare in 1983. Ermarth cites important parts of the CIA paper and comments on the background of how the estimates presented in this paper were reached. He stresses the importance of espionage and expresses his views on the Soviet war scare. Ermarth evaluates the Soviet war scare as a crucial turning point that strongly influenced developments in the second half of the decade.
