Description:
This document is the record of a meeting of the permanent representatives of the countries contributing to the Harmel exercise. It outlines the propositions of NATO Secretary General Manlio Brosio for the structure of a report to be submitted to the Fifteen about the results of the Bonn rapporteurs' meeting.
