Speech by Soviet Deputy Foreign Minister Leonid Ilychev at the East Berlin Conference of Deputy Foreign Ministers

Description: This is the transcript of a speech by Soviet Deputy Foreign Minister Leonid Ilychev at a meeting of the Warsaw Pact deputy foreign ministers in East Berlin. Ilychev stresses the need to increase the effectiveness of the Warsaw Pact by eastablishing measures for the improvement of the structure and mechanism of the alliance. In this respect, Ilychev suggests that drafting the Political Consultative Commitee's (PCC) statute is of great importance. Two further proposals are made: to establish a permanent foreign political committee and a joint secretariat.
