Subject: Development and Results of All-European Vienna Summit

Description: This report on the February 1989 Vienna Summit by Bulgarian Minister of Foreign Affairs Petar Mladenov discusses the relatively unified position of the Warsaw Pact states on military issues and their significant internal differences in the humanitarian area. The West is said to have acted in a united manner, using NATO and the EEC in its strategy toward creating a control mechanism in the humanitarian area that would influence the internal processes in the Socialist countries, including the legalization and protection of the political opposition. Of particular national interest is the choice of Sofia to host a meeting on ecology in October of that year.
