Description: This report on the first meeting of the Warsaw Pact's Committee of Ministers of Foreign Affairs (CMFA) in Moscow in 1977 summarizes the speeches of the participating foreign ministers. After discussing the international situation, the ministers agree to prepare a common Warsaw Pact position for the CSCE conference in Belgrade, supplementing political détente with military détente. The Romanian foreign minister is opposed to the consultative character of the Belgrade conference.
