Description: This is the transcript of a speech given by Andrei Gromyko at the first meeting of the Warsaw Pact's Committee of Ministers of Foreign Affairs (CMFA) in Moscow in 1977. Grmoyko's remarks concentrate on the upcoming CSCE conference in Belgrade. He speaks in favor of supplementing political détente with military détente and proposing a common European conference on transportation, energy, and the environment. He believes a positive outcome of the conference would be desirable.
