Description: In his analytical introduction to the 1978 meeting of the Political Consultative Committee (PCC) in Moscow, Vojtech Mastny argues that by anticipating the end of détente, the PCC actually precipitated that development by approving measures to increase the Warsaw Pact's military capability. Criticizing Moscow's policy as one of excessive armament, Romania opposed the proposal to increase defense expenditures and modernize conventional armaments.
