Telegram from the Romanian Foreign Minister (Gheorghe Macovescu)

Description: This telegram includes a report on the 1973 meeting of the Warsaw Pact foreign ministers in Moscow. The Romanian foreign minister states that he presented the Romanian views at an early stage, thus obliging the other speakers to react to his position. Among other things, Macovescu reports that East Germany has resolved the outstanding issues concerning a peace treaty with West Germany, and is now required to conclude such a treaty.
