Principles Regarding the Fourth Agenda Item

Description: This draft presents basic principles for military aid from the Warsaw Pact (WP) to developing countries. It is introduced at the 11th session of the WP's Committee of Defense Ministers in East Berlin in 1978. The Soviet Ministry of Defense is to take on the role of a coordinator with respect to the alliance's military aid programs; the other WP members are expected to contact Moscow in advance of such activities. Detailed regulations are elaborated with respect to the supply of military equipment and weapons, the transfer of production licenses, and technical and personnel support.
