In this report, Subimal Dutt, Foreign Secretary in the Ministry of External Affairs, describes his personal impressions while accompanying the Indian President on his state visit to the Soviet Union in 1960. Dutt gives a detailed outsider's view of Soviet society and describes the working conditions and daily life of ordinary Soviet citizens. He also depicts the successes of Soviet efforts to industrialize and modernize the country's economy and society. An annex describes economic progress in the Central Asian republics of the USSR whose previous backwardness Dutt regards as comparable to the Indian situation. While he believes that there is much for India to learn, he nonetheless doubts the applicability of the Communist model given the implicated restrictions on personal and political freedom.
