Description: In his analysis of the 1961 PCC meeting, held in Moscow two months after the inauguration of US President John F. Kennedy, Mastny exposes the weakness of the Soviet alliance by examining the evolution of the Berlin Crisis and the irreparable breach with Albania, arguing that those factors were the impetus for the transformation of the Warsaw Pact from a political to a military alliance.
