Description: This memorandum, prepared by the rapporteur of Sub-Group 4, C. L. Patijn, and distributed to members of the group, contains an outline of suggestions for improving political consultation within NATO. Patijn elaborates on the importance of contingency planning in crisis management. He states that the purpose of policy planning within NATO should be the development of common policies for Europe and North America in view of the common dangers facing the Atlantic alliance.
