In his analysis of the 1983 Political Consultative Committee (PCC) meeting in Prague, Vojtech Mastny discusses the historical context, including the Polish crisis, Leonid Brezhnev's death, and the accession of Ronald Reagan to the US presidency. The immediate issue before the PCC were NATO's preparations for the deployment of new missiles in Europe. Brezhnev's successor Yurii Andropov attributed the deterioration in East-West relations to the evident economic and technological weaknesses of the Socialist states - in a departure from standard Soviet explanations. In view of the increased threat of war, Romania urged multilateral reductions of both military expenditures and armed forces.
