Report of the Meeting of the Chiefs of the General Staff of the Armies of the Warsaw Pact, Held in Moscow from 4-9 February 1966

Description: This report of the meeting held by the Warsaw Pact chiefs of staff addresses proposals for a reform of the alliance. Among these reform ideas is the need to set up a general staff of the Unified Armed Forces (UAF) and a consultative military council. The chiefs of staff agreed that the military council should be formed by the ministers of defense and set up as an auxiliary body to the Political Consultative Committee. Some of the issues the delegations agreed upon were contrary to the Romanian view; for instance, the need for representatives of the UAF Command to remain in the countries in question.
