Description: This is the transcript of a speech given by Romanian Foreign Minister Gheorghe Macovescu at the 1973 meeting of the Warsaw Pact foreign ministers in Warsaw. He holds that the Conference for Security and Cooperation in Europe (CSCE) should discuss military détente. The future negotiations should cover, among other issues, the scaling down of troops and troop withdrawal, the reduction of military budgets, the dismantling of military bases, and the creation of demilitarized and denuclearized zones.
