Speech by the Soviet Foreign Minister (Andrei A. Gromyko)

Description: This is the transcript of a speech given by Soviet Foreign Minister Andrei Gromyko at the 1984 meeting of the Warsaw Pact's Committee of Ministers of Foreign Affairs (CMFA) in Budapest. He blames the US for upsetting the balance of power and for the deterioration of the international situation. However, he states his willingness to negotiate further on disarmament with the Western countries, especially with West Germany. In the second part of his speech, he comments on global developments and Sino-Soviet relations.
