Description:
This document contains the views of East German Deputy Defense Minister Fritz Streletz on a structural reorientation of his country's armed forces towards a new, more defensive stance. Streletz made these remarks during the 23rd meeting of the Warsaw Pact's Committee of Ministers of Defense (CMD) in Sofia in 1988. Like his superior, Heinz Kessler, he expresses his agreement with the Soviet presentations on this issue and states that East Germany will reduce the number of tanks in its armed forces, and instead focus its expenditures on anti-tank and anti-aircraft defenses as well as defensive engineering capabilities. The armed forces should have a peacetime force level of between 70 and 80 percent of its full mobilization level. Therefore, full mobilization must be achievable within eight to ten hours.
