Principles of Coordinated Action with Respect to Military Cooperation with Developing Countries (Presentation)

Description: This report by S. Sotov, the chief of industrial security in the Soviet Ministry of Defense, discusses the coordination of military aid provided by the Warsaw Pact (WP) to developing countries. The report was delivered at the 11th session of the WP's Committee of Defense Ministers in East Berlin in 1978. Sotov reviews the existing regime of military aid to developing countries and makes several critical observations. He outlines a draft coordination document regarding the provision of weapons, the allocation of production licenses, and technical and personnel support. The Soviet Union is to take on the role of a coordinator.
