Speech by Hungarian Deputy Foreign Minister István Roska

Description: This document is a transcript of a speech by Hungarian Deputy Foreign Minister István Roska at the January 1983 meeting of the Warsaw Pact (WP) deputy foreign ministers in Bucharest. Roska states that despite the vital importance of the Madrid follow-up conference within the CSCE framework, the WP countries must make it clear to NATO that an agreement will only be forthcoming if mutually acceptable solutions are considered according to the principles of equality and equal security. Roska further argues that unilateral concessions would be disadvantageous to the WP in view of increasing international tensions.
