Report on Consultations of the Deputy Foreign Ministers

Description: This report on the November 1972 meeting of the deputy ministers in Moscow notes that the consultations proved useful in directing attention to the preparatory talks for the Conference on Security and Cooperation in Europe in Helsinki. With the exception of Romania, the participants emphasized the need to develop close cooperation between the Warsaw Pact delegations in Helsinki. Without making reference to the Romanian comments, the East German, Hungarian, Czechoslovak, and Bulgarian delegates demonstrate the diminishing significance of Romania's opposition.
