Opinion of East Germany (1)

Description: This document contains the views of East German Defense Minister Heinz Kessler on a structural reorientation of his country's armed forces towards a new, more defensive stance. Kessler's remarks were made during the 23rd session of the Warsaw Pact Committee of Ministers of Defense in Sofia in 1988. He expresses his agreement with the Soviet presentation on this issue and states that East Germany will reduce the number of tanks in its armed forces, and instead focus its expenditures on anti-tank and anti-aircraft defenses as well as defensive engineering capabilities.
